Use ruff rules COM, F, I, RUF, UP (#17)

* Use pyupgrade (UP) rule

* Use pyflakes (F) rule

* Use isort (I) rule

* Use ruff-specific (RUF) rules

* Use flake8-commas (COM) rule

* Fix UP043 Unnecessary default type arguments
